What TIN Matching does
Every Form 1099 carries the payee’s name and taxpayer identification number: a Social Security number for an individual, an employer identification number for a business. The IRS matches each form against its records, and a name that does not go with the number generates a notice to you, the filer, with a penalty behind it. TIN Matching lets you run the same check before you file. You submit the name and TIN from the payee’s Form W-9, and the IRS tells you whether they correspond to what it holds, without telling you what the right number would be.
It checks correspondence only. It does not confirm that the payee is who they say they are, that an LLC is taxed the way line 3a of the W-9 claims, or that the address is current. But for the single most common 1099 error, a transposed digit or a trade name used where the IRS has a legal name, it is the fix.
Who can use it, and how to enroll
The program is limited to payers (and their authorized agents) that submit information returns subject to backup withholding: the 1099-NEC, 1099-MISC and similar series. You apply through IRS e-Services as an authorized payer, and the person applying needs an IRS online account. Once the application is approved, each user of the service is set up under the payer’s account. Expect the enrollment to take longer than the first match, so start it before the year-end push.
If a third party files your 1099s, that filer can match on your behalf as your agent. If you prepare 1099s for clients, each client’s returns have to be covered by your authorization.
Interactive vs bulk
| Interactive TIN Matching | Bulk TIN Matching | |
|---|---|---|
| Pairs per request | Up to 25 TIN/name combinations | Up to 100,000 per file |
| Results | Immediately, on screen | Within 24 hours |
| Limit | 999 requests per 24 hours | Per file |
| Best for | New vendors as they are onboarded; fixing a handful of exceptions | The whole payee file before filing season |
The practical pattern is both: match each new payee interactively when the W-9 arrives, then run the full file in bulk in December so every record is clean before IRIS opens for the year. After January 1, 2027 IRIS is the only e-file channel for 1099s, and its corrections process is the backstop, not the plan.
The match codes
Each pair comes back with a single-digit code. The IRS publication that defines them, Publication 2108A, could not be reached when this guide was researched, so the list below is from a secondary source; confirm it against the publication once you are enrolled.
| Code | Meaning | What to do |
|---|---|---|
| 0 | Name and TIN match IRS records | Nothing: file |
| 1 | TIN missing or not nine digits | Fix the entry and resubmit |
| 2 | TIN not currently issued | Request a new W-9 |
| 3 | Name and TIN do not match | Check the legal name on W-9 line 1, then request a new W-9 |
| 4 | Invalid request (format or characters) | Correct the submission |
| 5 | Duplicate request | Use the earlier result |
| 6 | Matches SSN records | File; the TIN is an SSN |
| 7 | Matches EIN records | File; the TIN is an EIN |
| 8 | Matches both SSN and EIN records | File |
Code 3 is the one that matters. The usual causes are a sole proprietor who gave the business name on line 1 instead of their own name, a married name the SSA does not yet have, or an LLC that gave the owner’s SSN with the company name. The W-9 instructions say line 1 is the name shown on the payee’s tax return; line 2 is for a business or disregarded-entity name.
The W-9 fields that feed the match
TIN Matching checks two fields, and both come from Form W-9 (Rev. March 2024). Line 1 is the payee’s name as shown on its income tax return; this is the name you submit. Line 2 is a business name, trade name or disregarded-entity name, which is useful for your records but is not what the IRS matches against for a sole proprietor or a single-member LLC. Part I is the TIN: an SSN for an individual, an EIN for an entity, and for a disregarded entity the owner’s TIN. Line 3a tells you how the payee is taxed (individual or sole proprietor, C corporation, S corporation, partnership, trust or estate, or an LLC marked C, S or P), which decides whether you file at all, and line 3b flags a partnership or trust with foreign partners or owners. Line 4 carries exempt-payee and FATCA codes, lines 5 and 6 the address, and Part II is the certification signed under penalties of perjury.
If you collect W-9s electronically, the requester instructions require the system to ensure that the information received is the information sent, to document all occasions of user access, to make reasonably certain that the person accessing the system is the person named on the form, to take an electronic signature under penalties of perjury, and to produce a hard copy if the IRS asks. A substitute W-9 must be substantially similar to the official form.
What to do with a mismatch: W-9 solicitation, B-notices and backup withholding
Before filing, a mismatch is a W-9 problem. Ask the payee for a corrected Form W-9 (Rev. March 2024) and match again. Publication 1281 sets out the solicitation schedule the IRS expects: an initial request when the account is opened, a first annual solicitation by December 31 of the year the problem is identified, and a second annual solicitation by December 31 of the following year. Keep the dated requests; they are your evidence of acting responsibly if a penalty is proposed.
After filing, the IRS finds the mismatch itself and sends a B-notice listing the forms with incorrect or missing TINs. From that point backup withholding is mandatory. Under Publication 1281 you must withhold 24% when the payee fails to furnish a TIN, when the IRS notifies you that the TIN is incorrect, when the IRS notifies you of underreporting, or when the payee fails to certify. For nonemployee compensation and other non-interest payments, withholding starts immediately on the next payment. The withheld tax goes in box 4 of the 1099, and a return is filed for the payee regardless of the amount paid.
A payee who refuses to give a TIN at all is handled the same way: withhold 24% and file the 1099 anyway, with the TIN field blank.
Bulk files
Bulk TIN Matching takes a file of up to 100,000 TIN/name combinations and returns the results, with a code per line, within 24 hours. The file layout is specified in Publication 2108A, which was unreachable at the time of writing; the current specification is linked from the TIN Matching page in e-Services once you are enrolled. Build the file from the W-9 fields exactly as given, name on line 1 and nine-digit TIN with no punctuation, and keep the returned file with the year’s 1099 records. FundTaxes’ TIN matching prepares the bulk file from your W-9s and reads the results back against each payee.
The penalty math
An information return with a missing or incorrect TIN is an incorrect return under §6721, and the payee statement an incorrect statement under §6722. For returns due in 2027, Rev. Proc. 2025-32 sets the penalty at $340 per return, or $130 if corrected by August 1, or $60 if corrected within 30 days of the due date, with the same amounts again for the statement and annual caps of $1,397,000 ($4,191,500 for filers with receipts over $5 million) at the top tier. Intentional disregard is the greater of $690 or 10% of the amount reported.
Reg. §301.6724-1 waives the penalty for reasonable cause, and a payee’s failure to provide correct information is one of the listed events beyond the filer’s control, but only if the filer acted responsibly: made the W-9 solicitations on schedule, matched where it could, and corrected within 30 days of discovering the error. A proposed penalty arrives on Notice 972CG with 45 days to respond. The penalty abatement guide covers the written statement, which must be signed under penalties of perjury; first-time abatement does not apply to 1099 penalties.
Build it into the W-9 workflow
- Collect a Form W-9 electronically before the first payment, with the access log and electronic signature the requester instructions call for.
- Match each new payee interactively on receipt; code 0, 6, 7 or 8 means the record is clean.
- Run the full file in bulk in December, before the 2026 thresholds are applied and the forms are built.
- For every code 2 or 3, send the W-9 request the same week and log the date.
- File through IRIS by February 1, 2027 for 1099-NEC, and correct any remaining errors within 30 days.
